Settlement Boundary (Village
Envelope)
The Settlement Boundary is an indicated boundary on a Map included
in the West Berkshire district Local Plan 1991 – 2006
(Adopted June 2002).
The
boundaries are set to ensure 'that the surrounding rural
areas are not unduly compromised by potentially harmful
development'.

The criteria for allocating and reviewing these boundaries
are listed in Appendix 12 of the Local Plan. Essentially
the presumption is to refuse development outside a Settlement
Boundary. To quote [3.5.4] 'Outside settlement boundaries,
development will only be acceptable in exceptional circumstances.'

These are defined in Policy HSG.2:
a. Affordable Housing.
b. Dwellings for agricultural or forestry workers.
c. Replacement of a long established building.
d. The conversion of suitable rural buildings.
e. Accommodation for race horse training.
f. The redevelopment of existing buildings.
g. The reuse of committed employment sites.
However, the WBC Local Plan is gradually being superceded by
the WBC Local Development Framework. For the consequences of
this process on the Settlement Boundary please refer to the
Local Development Framework section.
