Planning Protection

Conservation Area
The Conservation Area principally comprises the buildings and gardens along the High Street, near the Bull Pub and North along the Wallingford Road up to the fork to Wantage Road.

The Council has prepared a draft Conservation Area Appraisal for Streatley, which is part of a series which will cover all conservation areas in West Berkshire. The public consultation period ran between September and October 2009. SPAG submitted comments during this period. Comments are currently being considered.
Streatley High Street
The final version of the Streatley Conservation Area Appraisal will be a key document used by the Council Planning Officers considering applications, and by any Planning Inspector at Appeal, in determining any planning application for development which affects the conservation area.

SPAG has determined that from a search of Bradfield Rural District Council Planning Committee minutes for 2nd April 1968 (held in the Berkshire Records Office [BRO]) that the committee was responsible for making recommendations for the establishment of the Streatley Conservation Area. This minute records that it was the clear requirement of the The Civil Amenities Act, 1967 for the councils representative (Hon Garthorne-Hardy) to determine which parts of their areas were of special architectural or historic interest and in particular which features of archaeological interest might also contribute to the special character of an area. The planning committees recommendations were subsequently designated by the Berkshire County council on 5th February 1971. However the basis and justification for the Streatley Conservation Area so adopted have not been retained. Consequently without this latest appraisal a challenge of an application at appeal resting on the justification for the boundary adopted was always a risk for WBC and the village.

Importantly the Conservation Area Appraisal proposes that the current demarcation remains unchanged and now provides a sound basis for it's adoption.

Trees in a Conservation Area
Most trees within a Conservation Area are protected, in the same manner as a Tree Conservation Order. If a tree has a stem diameter greater than 75mm (3") measured at 1.3m from the ground you are required to give the Council 6 weeks notice of any tree works that you are proposing.

This enables the Council to assess the works that you are proposing and if necessary serve a Tree Preservation Order. It is an offence to cut down, prune, lop, top, uproot or wilfully damage or destroy a tree in a Conservation Area without a prior written notice from the Council. The penalties for failing to notify the Council are similar to an offence under TPO.
